AVC (advanced video coding), also known as H.264 or MPEG-4 Part 10, is most often associated with the free software library x264 made by VideoLAN (creators of VLC media player). x264 encodes H.264/AVC into video, then it is often put in the matroska container (.mkv)
HEVC (high efficiency video coding), also known as H.265 or MPEG-H Part 2, is most often associated with the free software codec x265 made by a group of video coding experts called JCT-VC (the Joint Collaborative Team on Video Coding). x265 can be used with ffmpeg, avisynth, handbrake etc to encode H.265/HEVC into video, after which it is also usually put in an .mkv
the latter is more efficient, and when encoding both from the same source video it will always be significantly smaller (though there are many other factors that can come into play that affect the size of the resulting file besides just the codec itself).
"better" is a subjective thing usually when it comes to video encoding, but there are also some objective ways that HEVC is superior to AVC.
e.g. the overwhelming majority of internet traffic (all internet traffic) is video streaming and downloads, so of course a more efficient codec is ideal.
