Following the rapid progress of information technology, the human race has entered in the network age. Everyone now possesses a portable terminal called a "PET" within which a "NetNavi" (Net Navigator) program with characteristics similar to the owner is inserted. Netto, who lives in Den City's ACDC town, was promised by his father that when he became a 5th grader he would receive an original NetNavi made by his father. That NetNavi is RockMan. Thus, the story follows them as they are unwittingly swept into the world of the "WWW" (World Three), a mysterious organization which threatens the peace of civil society. RockMan has unknown powers and Netto has natural virus busting abilities. The two will solidify their friendship and expose the darkness hidden in the network.
