SD production doesn’t necessarily mean DVD is the best.
In the case of this movie, there is a BD release. It’s an upscale but it might be better than DVD.

i’ve compared this dvdrip and the BDs. This is sharper and more accurate, although somewhat overexposed and noisy

5 Centimeters Per Second: International Edition (Japanese Blu-ray release with pink case) includes Voices of a Distant Star as a bonus and so does Madman’s Australian release of the film.
Maybe those releases are encoded in MPEG-4 AVC while being SD.
