Many of these older shows are still only available on DVD, and some were only released on LD or VHS. In some cases, the master source has been lost, making a BD release impossible. Them’s the breaks when you’re looking for older content.
Nokou, with releases of these more obscure older OVAs you aren’t going to get 1080p HD rips, in fact you will be lucky if you get 720p. Most of them were released only on VHS and Laserdisc and promptly forgotten about, some made their way to DVD, but not many. This isn’t a matter of people being lazy or whatever, it’s a matter of people working with what they have. Also, modern video players do a pretty good job of smoothing out lower resolution videos these days, I use those options when old artifact laden or interlaced rips are the only option.
Oh, and also could we have some seeds please? This site badly needs a re-seed request feature.

If it’s by Exiled Destiny, you can pretty much assume it’s 480p with english subs, and eng/jp dual audio.
