Releases that are not aimed at English-speaking audiences, i.e. do not have their English audio or subtitle tracks set as default, are not to be put in the English-translated category. The rationale for this is simple: English-translated releases get more traction, so some Non-English sub groups started including an English track from god knows where just to put themselves into the English-translated category. This is obviously not what people seeking out English-translated releases are looking for.
